'Busheher is safe and Russia can offer a full nuclear package to Kuwait'

KUWAIT: Secretary General of the Russian State Company 'Rosatom' Sergey Kirienko and the Secretary General of Kuwait National Nuclear Energy Committee Dr. Ahmad Bishara signed a Memorandum of Understanding between the State Atomic Energy Corporation "Rosatom" and Kuwaiti National Energy Committee 'KNNEC" to Cooperate in the field of nuclear energy for peaceful purposes in the presence of officials from both the sides in Vienna on the sidelines of the 54th session of the General Conference of the International Atomic Energy Agency (IAEA). To shed the light on this issue Al Watan Daily Interviewed Alexander Petrov, Second Secretary at the Embassy of Russian Federation in Kuwait.




What can Russia offer to the state of Kuwait regarding nuclear Technology?

Alexander Petrov: Russia is going to cooperate in all areas to use nuclear energy for peaceful purposes in the terms of developing nuclear energy infrastructure, setup fundamental and applied researches design, building and operating nuclear energy research, reactors, training on the usage of radioisotopes in Medicine and agriculture and Nuclear Management with the adherence to nuclear safety and health standards occupation measurements.



Why is Russia offering its nuclear technology to the region?

Petrov: Russia welcomes and supports the Middle Eastern countries determination to enjoy the benefits of nuclear power. Since the Nuclear Power Plants (NPP) do not produce green houses gases, it's ecologically friendly for NPPs to operate for at least and finally have a low current dram of nuclear fuel.

Nowadays oil and gas rich countries like Saudi Arabia, UAE, Qatar, and Bahrain are looking forward to use nuclear energy for many reasons. On one hand, oil reserves are will be depleted and on the other hand it is more profitable to sell hydrocarbons rather than consume them. So in the nearest future the demand for NPPs will inevitably increase and the gulf region is not an exception.



What does this Memorandum represent?

Petrov: It is necessary to elucidate that signing the Memorandum by Kuwait and Russia is an initial step towards possible cooperation in the nuclear field, since it is not only a very sensitive issue, but also a subject of very strict international laws. So any kind of cooperation in nuclear field without signing an agreement of cooperation in the usage of nuclear energy for peaceful purposes is not open to any country.



Is Busheher Safe?

Petrov: We are proud of the fact that Russia has built the first NPP in the region and we regard it as an example of an international successful cooperation. NPP "Busheher" project is a fully transparent facility and for the last several years its construction has been done under very tough control from IAEA.

During the physical start of the plant, all necessary procedures and safety precautions were made where safety tests have been conducted for several months. Now there is no expert in the atomic field with doubts about Busheher's NPP safety.

This plant cannot be used for any other purpose rather than electricity production. Moreover, there is not even a theoretical possibility to use it for any hypothetic military purposes. As a result, Busheher's project has never been under any restrictions or sanctions and the stance of the UN Security Council proves that.

In addition, after the Protocol of Repatriation of Spent Nuclear Fuel to Russia has been signed, the Busheher NPP has no nonproliferation risks and it proves the effectiveness of the international cooperation mechanism.

For our foreign colleagues in the world, this is a confirmation of our commitment to all obligations which are under international standards and IAEA's demands.



What are the risks associated with nuclear reactors?

Petrov: After the deep water oil drill disaster in the Mexican Gulf it is unlikely possible to say that oil exploration is much safer then nuclear energy. As a result, more investments and safety measures in hydrocarbon exploration and exploitation are to be done. As for the nuclear power industry, it has passed this stage, after the Chernobyl disaster atomic scientists increased investment in additional safety control systems. Nowadays more than 40 percent of NPP's cost comes from stand-by safety installations



What is the strength of the Russian Nuclear Technology?

Petrov: Rosatom is considered a leader (in the industry) based on the amount of nuclear units being under construction, which represent a total number of 15 units. In addition, we secure second place of proved Uranium deposits and fifth place in the exploration, having 40 percent of the world's Uranium enrichment facilities noting that Rosatom occupies 17 percent of the world Nuclear Fuel Market. Every sixth NPP in the world operates on Russian Nuclear Fuel. Therefore, if Kuwait took the decision to build NPP with Russian technologies, certainly Russia can offer nuclear Russian fuel.

Furthermore, "Rosatom" is the only self-sufficient cluster in the world of nuclear electric power industry, with Uranium deposits, enrichment facilities, nuclear fuel, production plants, design institutes and engineering departments.

It also offers the possibility of returning used nuclear fuel Russian origin back to Russia for its further reprocessing and storage.

Rosatom is the first company that offers "Build own and Operate" scheme in this industry. This is the form of cooperation according to the vendor of an NNP is to own it and to sell the produced power on the national power market
